Paraguay upset over Argentine nuclear plant near border

Argentina has upset landlocked Paraguay with its plan to build a nuclear power reactor near their common border without formal consultations.

Analysts say the Argentine decision, if implemented, could dash all hopes of a reconciliation over last year's suspension of Paraguay from the Mercosur trade bloc. Argentina and Paraguay are founding members of Mercosur but last year Argentina, Brazil and Uruguay spearheaded a diplomatic drive to push Asuncion out.

Australia minister calls for more uranium development

Australia's resources and energy minister has called on the country's uranium sector to increase development to meet growing global demand.

"We need industry to commit to further development of new projects to ensure that our uranium production meets global demand, particularly as demand for uranium is likely to surpass current supply," Resources Minister Gary Gray said in a speech to the Australian Uranium and Rare Earths Conference in Fremantle.

TEPCO has a different view of safety than the public

Naomi Hirose, the president of Tokyo Electric Power Company admitted that the utility was wrong in not acknowledging that radioactive water from the Fukushima Daiichi nuclear power plant was leaking into the ocean for more than a month, and that the primary blame lay on lax risk management of the radioactive water.  Hirose acknowledged that TEPCO officials had suspected contaminated groundwater was moving into the Pacific for more than a month before the announcement on July 22nd, but were concerned about worrying the public and facing the ire of local fishermen.  Hiroshi Kishi, the chief of Japan’s national federation of fisheries stated that the utility had betrayed the public after denying the leaks for more than two years despite spikes in radiation levels found in underground and ocean water samples.

"Rather than proactively inform the public of potential risks, we retreated to negative thinking and tried to gather more data to ensure there was a problem because it was going to be a major announcement,” Hirose told the press. “We’ve been trying to reform, but we repeated the same mistake. Obviously, our effort is not enough. We are really sorry.”

GINNA: AUTOMATIC REACTOR TRIP FROM FULL POWER

At 1419 EDT on 7/24/2013, the reactor tripped due to a reactor protection system (RPS) actuation signal from a turbine trip, which was caused by a generator trip. All control rods inserted on the trip and reactor coolant system (RCS) pressure is currently 2235 psig and stable with RCS temperature stable at 547 degrees F. Decay heat is being removed by steam dumps [to the main condenser] and auxiliary feedwater which auto started as expected.

The cause of the generator trip is under investigation. The plant will remain in Mode 3 until the cause of the trip is determined.

The nuclear power firm being hailed by Bill Gates as the answer to mankind's future energy needs is planning a proprietary approach to an old atomic idea to further its global ambitions.

TerraPower is an offshoot of patent holding company Intellectual Ventures, which was co-founded by former 14-year Microsoftie Nathan Myhrvold. It was showcased by Bill Gates at TED in 2010 and the main area the firm is working on is a traveling-wave reactor (TWR).

A TWR mostly burns depleted uranium fuel, which is stacked in a long candle-like column and then ignited with a cap of enriched uranium. Such a fission reactor would take 50-100 years to burn itself down, with virtually no maintenance required or spent fuel to dispose of, and proposed power plants could produce 300MWe and 1,000MWe cheaply and simply.

Tokyo Electric Power Company (TEPCO), which runs Fukushima, admitted on Monday that contaminated water could be leaking into the sea. The firm had persistently denied that this was the case, despite repeated warnings from nuclear experts and marine biologists.

Dale Klein, Chairman of the Nuclear Reform Monitoring Committee criticised the firm for how it has been communicating with the public:

“These actions indicate that you do not know what you’re doing, and that you do not have a plan, and you’re not doing all you can to protect the environment and the people,” Klein told TEPCO. The Nuclear Regulatory Commission has issued an information notice to all U.S. nuclear power plant operators based on issues discovered at the Seabrook Station nuclear power plant last year.

The notice concerns stress- and age-related cracking found in the local plant's steam generator tubes and comes a decade after Seacoast residents first heard a warning concerning problems with the tubes.

"Our steam generators are operating normally," Seabrook Station spokesman Al Griffith said Tuesday in response to questions about the latest NRC notice. "(Via this notice) the NRC is asking other plants to take the same rigorous (review and inspection) approach as we take."

Griffith said this approach helped plant personnel locate cracked steam generator tubes at the Seabrook plant in 2012.

Expert team studies fault at Ohi plant

Japan's nuclear regulator began a 2-day survey of a fault running beneath the nuclear plant in Ohi, Fukui Prefecture, on Saturday.

Scientists and a team from the Nuclear Regulation Authority examined the geology of a trench that was dug near the plant's Number 3 reactor to decide if the fault is active.

The NRA had already conducted 2 inspections since last November. Opinion remains divided on the status of the fault that runs from north to south on the plant's premises.

In the 3rd survey that began on Saturday, the team studied strata of the wall and the fault found on the bottom of a newly dug trench to the south of the Number 3 reactor.
The trench is about 70 meters long and 40 meters deep.

Radiation in water leakage at Fukushima plant as high as 2011 crisis

Tokyo Electric Power Co. said Saturday it has detected 2.35 billion becquerels of cesium per liter from water in an underground passage at the crippled Fukushima Daiichi nuclear power plant that is seeping into the sea, roughly the same level as seen in a contaminated water leak into the sea in April 2011 shortly after the nuclear disaster the preceding month.

The water sample taken Friday from a trench contained 750 million becquerels of cesium-134 and 1.6 billion becquerels of cesium-137 per liter, while 750 million becquerels of other radioactive substances were detected, according to TEPCO.

The trench, which is believed to be the source of the latest water leakage into the sea, is located below the No. 2 reactor turbine building.

EXSKF: 5,000 cubic meters, or 5,000 tonnes of this water is in the trench.

Note: 5,000 cubic meters of water is equal to 5 million liters. One liter was found to contain 2.35 billion becquerels of cesium. If this concentration is consistent, the total amount would be nearly 12 quadrillion becquerels of cesium in this one trench.

That hydrogen buildup was the result of hot steam coming into contact with overheated nuclear fuel rods covered by a cladding of zirconium alloy, or “zircaloy” — the material used as fuel-rod cladding in all water-cooled nuclear reactors, which constitute more than 90 percent of the world’s power reactors. When it gets hot enough, zircaloy reacts with steam to produce hydrogen, a hazard in any loss-of-coolant nuclear accident.
