So if the young man is so severely mentally challenged that he was declared incompetent by the Court, what the fuck was the mother doing allowing her son to ride all over the neighborhood unaccompanied ..... FFS.

A child who cannot communicate, had an IQ of less than 70 (the usual threshold for clinical dx of mr), biking through the neighborhood/community without supervision ... oi - recipe for disaster. Very likely that this young man has a limited concept of socially appropriate behavior, perhaps difficulty with respecting boundaries regarding other peoples property, traffic/bike safety, etc. For all we know, the cop stopped him because he was weaving in and out of traffic, presenting a hazard to other motorists and himself.

Do not get me wrong, it sounds like the cop wayyy overreacted and should have heeded the advice of bystanders. Still, the young man in question should not have been allowed into a situation where he was clearly vulnerable and unable to advocate for himself. IMO, the mother fell short here too.

And before yall rip me a new one, I am the single parent of a profoundly disabled son who will require 24 care for the rest of his natural life. I know from whence I speak.

Yeah. Until YOU need help you jagg-off. Who you gonna' call then? Wait until your car is stolen or there's some asshole coming in through your window at midnight or somebody is shooting up your street or someone just crashed into your car and disappeared or, or whatever. Who are you going to call then tough guy? Going to deal with it yourself?

[It's a crap shoot - you take your chances when you call the police. They could be having a bad day which will then become your VERY bad day.
