He could adjourn them and the pass a million recess appointments if he wants too. The Constitution gives him that authority. Either you're full of shit or you don't understand the precedence of commas and semicolons in the English language. If in an extraordinary occasion, he convenes both houses, he can adjourn them if they cannot both agree when to adjourn. He cannot adjourn the congress if he didn't call an extraordinary convention of the houses. No such power is granted as you describe. Section. 3.
