I have pre-existing conditions, and til now have not been able to buy health insurance other than forming a business, hiring two or three people, and putting myself on payroll as the owner. Then, legally, I can force the small business consortiums to sell me coverage for the entire group. The cost? About $5600 per month (2800 for me and my partner) and the balance for the younger employees coverage. Thank heaven I can afford this idiotic scheme and the employee's are my own non-working kids or nieces and nephews. But how many people could afford this kind of coverage at that price.
