What GLP means by Pin and Bump?

Hi,

I have not yet figured out what it means when someone puts a bump sign up or asks for something to be pinned. What are moderators and what are they doing? I don't see any instructions anywhere. I wonder about the military helicoptors flying over Ft. Calhoun and why I can't just look at daily pictures of it. Maybe I am the only doomy gloomy person that wants to see daily pictures of Ft. Calhoun and Cooper and Radnet readings.
