The word "exhortation" though means that the poster actually called for and encouraged murder. In today's world of Jihadists Imams calling for people to be killed and their followers screaming Allah akbar as they pull the trigger, this decision is stunning. This is a dangerous game. A lot of people want Obama impeached and removed from office the right way and that's fine, but there is no place for actively encouraging an assasination.
