I don't think anyone said Israelis can't build houses. The disagreement comes in where peace deals are brokered where Israel promises not to expand into "palestinian" terrority, then they break the agreement and do it anyway. Their argument, conversely, is that the Palestinians are not abiding by their end of the agreement either. It's a big mess but it doesn't help to misrepresent the situation.
