So what happened?
Trying to figure it out but I dont understand anything of USA system. Can someone please explain.

Both houses need to pass any bill for it go to the president to be signed into law by him, or vetoed and not signed, but that is another story. Once a bill is passed by either branch of congress, "the House of representatives" or "the senate" then it goes to other one to get voted on. If there are changes made it goes back and forth until it passed by both the senate and the house clean with no more changes...or doesn't pass, then it's dead. What you saw here was a vote to "End debate" then there would have been a vote to pass or fail, then this bill would have went to the house of representatives for their vote. They didn't get enough votes to "end debate" so the bill essentially sits there and they try and make deals and changes until they think they can get enough votes to say "it's done, now we vote"...or if they can't get enough votes and cant make deals?...the bill just sits there and is dead.
