No dumbass, DNA is not changed by radiation to give people some type of evolutionary advantages. When radiation goes through you body, it blows through your DNA like tiny machine gun. Your body can repair this pretty fast but as the dosage of radiation increases your body has to repair the DNA at a faster rate. The faster your body has to repair the DNA damage, the more likely there will be a base pair mismatch, which can lead to a cancerous mutation.
