This is just my thoughts about those who are responsibly placed into positions of great authority and power, and possibly what they can become and can do if they fully exercise their options of power granted them, generally under difficult and trying situations or circumstances.

So, every admiral/captain in charge of a nuclear weapon equipped craft(in counterpose to say a bomber pilot, eventually the plane has to land and be serviced/refueled), ships and subs can be home for substantial periods, as well as able to find haven and repair, imo.
