Quoting: BRIEF"Can" and "should not" are worlds apart. Anybody "can" brutalize another human being. Definitely does not mean they "should just because they can".
Those in public employ, including so called "police officers" are supposed to hold themselves to certain standard and not act irrationally or intentionally brutalize people.
