My best explanation of OP video.

Looks like a sudden phase change being induced synthetically in the atmoshpere.

Perhaps this is water vapor phase change, but more likely phase change of suspended barium titinate judging by how fast it reacts and also how opaque it becomes.

A simple experiment to see such a phase change is to fill a large syringe with air and a little water or alcohol. Then quickly reduce the pressure in the syringe, you will see a fog quickly form.

The same can happen by changing the temperature quickly too (Boyles law).

Directed RF microvave energy (tuned to the resonant molecule in question) is one way of making this happen in a very fast and controlled manner.

In theory with the correct control system several directed microwave beams (masers) could render a complex 3D shape in an airborne suspension of barium titinate nano powder.

I respectfuly disagree.

To my eye there is little to no correlation between the movement seen in the clouds and the movement of the camera.

No lens flare can create such effect. This is obviously done by a projector like in cinema to create such effect. Not a natural phenomena.
