An off-duty officer spotted the weapons being thrown and alerted dispatch, who in turn sent on-duty officers in search of the armed teenagers who were headed downtown, Craig said.

Officer Oscar Cyranek, a five-year veteran of the force, spotted the group of teens and tracked the 16-year-old until he caught up to him on Fountain Square

In other words the youth went out looking for trouble, and trouble found him. In this particular case I think the officer was in the clear.

Thank you Judethz. This Fountain Square is the middle of the city, hotels, restaurants department stores, and even, yes, a Tiffany's , surround this square. While being a large beautiful square, it is hemmed in by these huge buildings, thus the security cameras from various establishments. It is an enclosed space.
IT IS NO PLACE FOR A ROVING GANG OF KIDS (OR ADULTS) WITH WEAPONS.
Brandishing/having weapons in this highly populated downtown, tourist area would be crazy.
These boys went looking for trouble and they found it.
The officer was justified in his actions. Let is go.
