HYDERABAD: A greater than five-magnitude earthquake will rock Koyna in Maharashtra "over the next few weeks," seismologists here have warned.
They said they are monitoring the seismic activity in the region and shall be able to make an exact forecast, "one to two days before the event."
Forecasting earthquakes is a risky business and scientists rarely make predictions. Nowhere in the world has this been done with confidence.
But in what is perhaps the first time, seismologists at the National Geophysical Research Institute (NGRI) here have given the exact place and likely date of an earthquake to take place in the country.
Mr Harsh Gupta and ten others at NGRI publish the prediction in the journal ´Current Science´. Mr Gupta was former director of NGRI and recently retired as secretary for the department of ocean development.
"We have reasons to believe, based on the study of several factors, that a magnitude-5 earthquake may occur in the Koyna region over the next few weeks," the scientists report. "Should it not occur till the end of December 2005, this forecast should be c onsidered as a false alarm," they said.
Koyna region experienced its first earthquake (6.3 magnitude) in 1967. Mr Gupta was one of those who theorised that the quake was the result of filling the Koyna reservoir six years earlier. - PTI

India’s Koyna dam in the western state of Maharashtra has been subject to some concern over recent weeks. Local media reported cracks appeared above the nearby switchyard in the wake of heavy rains in the western ghats.
Exceptionally heavy monsoon rains and the subsequent flooding took a toll of more than 1000 lives across the state and affected around 10M people.
The water level in the Koyna dam reservoir had reached alarming levels when as much as 322mm of rainfall was recorded in the catchment area over 24 hours. The Koyna river takes its source at Mahabaleshwar along with four other rivers (Krishna,Venna,Solshi and Savitri). Mahabaleshwar receives the second highest rainfall in the world. With the 103m high dam in danger of overflowing, authorities took the decision to increase discharge from the 2797Mm3 reservoir to close to 100,000m3/sec. Water resources minister Ajit Pawar quashed rumours of cracks in the Koyna dam itself, which was constructed in 1964, and said it was safe. The issue was also raised in the Indian Parliament. There were, however, minor cracks/landslides reported above the dam´s switchyard, some 25km away.
Concerns were also raised by Mr. R.R. Patil, Home Minister, Maharashtra State that neighbouring Karnataka state was in some way responsible for increasing the impact of the floodwaters by failing to release sufficient water from the downstream Almatti dam.
Numerous villages along the Koyna-Krishna river basin already faced submergence and after the Koyna reservoir was forced to release huge quantities of water for fear of being overtopped, it was expected that Alamatti would release similar quantities to prevent water from backing up. However, Maharashtra accused Karnataka of not releasing the promised quantity of water from Alamatti, leading to a worsening of the flood situation for large areas in the Satara, Sangli and Kolhapur Districts. The state authorities had to call in the Army to rescue marooned citizens.
The state government intends to take issue with Karnataka for violating the norms of storage and release of Almatti waters with the inter-state water sharing tribunal.
Perhaps most remarkably, in late June the Associated Chambers of Commerce and Industry of India issued a press release warning that water levels of major hydro reservoirs in southern India had witnessed sharp falls specifically naming Koyna.

Quake alert: Yeddi asks CM to contact PM

BELGAUM: BJP leader B S Yediyurappa has said Chief Minister Dharam Singh should contact Prime Minister Manmohan Singh in connection with the forecast of the quake experts about possibility of quake in Koyna reservoir region.

The CM should consider the warning as a red alert and should urge PM to convene a meeting in this regard immediately.

Speaking at a press conference here on Thursday, Yediyuarappa said experts on Wednesday warned a strong earthquake in Koyna region at any time from now.

Not only Maharashtra but also Karnataka would be affected if the quake occurred.

To avoid this Maharashtra should release at least 50 TMC water from Koyna reservoir. At present 98 TMC feet water was stored at Koyna reservoir, Yediyuarappa said.

Maharashtra was now facing problems for its ‘selfishness’.

It had violated all the agreements reached before constructing Koyna and Alamatti reservoirs.

As per the agreements, Maharashtra should release water from Koyna to Alamatti reservoir through canals.

However, Maharashtra started storing water early than the prescribed time. Now this would cost Maharashtra dearly, he said.

The construction cost of Koyna dam was Rs 90 crores out of which state’s share was Rs 32 crore.

Drought-hit places on Krishna belt would be irrigated if Maharashtra released water as per the agreement.

However, the excess water of the Koyna reservoir was being released to Arabian sea, he said.

He said the CM had totally failed in connection with storing of water in Alamatti reservoir.

He was ignorant about the SC order about water storage capacity in Almatti reservoir.

‘‘We have right to store upto 519.60 metres for utilising 173 TMC of water for irrigation purpose.’’

However Maharashtra influenced Union Minister for Water Resources who had written a letter to the state government to restrict water storage to 509 metres, he said.
