Why is GLP not all over this?

No idea how to read the HAARP map but if you adjust it like i did here for hourly, around 10:30 am UTC the peak was reached on the top, followed with a spike just before that of red lines below it.

Can someone try to explain this? Was that not near the time when the Earthquakes happened?
