To clarify, i mean the reaction from people to this. i trust this is valid. Small governments probably try to avoid global embarrassment and so would do their research before such a statement.

Wrong your describing what would happen if the orbit of the moon changed greatly. For example if the moon moved a lot closer or further away than its current orbit.

A minor change of speed in the moons orbit would be noticeable but would not cause destruction in and of itself but it would certainly be a warning that something was wrong. For example if the moon is behaving weird than it could be an indication that a body of significant mass was pulling on it and beginning to exert a noticeable effect on its orbit...
