What you are pointing out is a tropical wave, and based on this: [ link to tropic.ssec.wisc.edu] It will not become a full blown cyclone/hurricane I would say the chances are slim, but due to this being a La Nina or Neutral season, I look more to the characteristics from the Pacific, not off the western coast of Africa.
