1) He's being a real leader, and him doing that is good for morale.
2) He knows they are all fucked anyway, but it's going to take a while. This is called 'putting on a front'. This is also good for morale, in the short term.
3) You can not really think everything is just fine in Fukushima. It's not. But being right doesn't matter anymore, the poison is irretrievably cast. To believe otherwise is pure hubris.
