In the U.S. an "Act" or a "Bill" is just an idea.

If enough congress people vote, that Act/Bill becomes a U.S. "Law".

Congress people, both Democrats and Republicans generally do not vote to increase working wages. This is why the U.S. economy has failed. This is why it is destroying the U.S.

And with a weak U.S. a strong China and Islam will rise.
