While at least 10 ATF agents were at the Murrah Building moments after the blast, it seems that the ATF office inside the building was empty at the time of the blast.

The ABC program 20/20 (01/17/97) interviewed a man who, while looking for his wife at the Murrah Building, ran into an ATF agent who said that he had survived the blast
because "We were tipped by our pagers not to come in to work today." cool2
