Here's the wget batch file I've been using on Windows XP:
@echo off
"C:\Program Files\GnuWin32\bin\wget.exe" --wait=1 --limit-rate=50k --reject mpg,mp3,mp4,mpeg,asx,ram --recursive --no-clobber --page-requisites --html-extension --convert-links --restrict-file-names=windows --domains %1 --no-parent --tries=1 %2


I created a directory for my website downloads (C:\wget) and then put that batch file in there. I called it mirror.bat. Then I create a subdirectory with the website's name (exampleDOTcom) to keep things clean.

Then I run the script thusly:
Open a DOS prompt
C:
cd \wget
..\mirror.bat exampleDOTcom wwwDOTexampleDOTcom/somesubdir/


The first argument (exampleDOTcom) is the domain of the website and the second argument (wwwDOTexampleDOTcom/somesubdir/) is the full URL (including any subdirectories). You won't necessarily have a subdirectory and in most cases you won't.
