Wake up, I disagree with your point only in that, much of this money will be funneled to the unions and "teachers" (read more unions) so that more money can be laundered through dues into campaign coffers. Its a short term fix to give their members a couple months to a year or two of work...and enrich the politicians and union big whig pockets. Its not meant to do anything other than be populace grandstanding and hopefully bump the economy enough in the short term to stave off a massive bleed off in the 2012 elections of incumbents.
