I think it's like upper management vs. being "in the trenches". Upper management doesn't know all the details of what's going on, and it depends on those at lower levels to supply them necessary information and details, so that they can make effective decisions. Those decisions are then carried out by those at lower levels.

Or for a different analogy, suppose you wanted to know what was really going on in an anthill. What are the social relationships, who is doing what, what are they feeling, who is exploitative. "Who" referring to ants in the anthill. Well you could only get limited information by looking at the anthill, even using fancy viewing instruments and technology. To know it from the "inside out", you would have to know some of the ants and to communicate with them. Then you (as upper management, or a higher being) can decide whether to squash that asshole ant over there, or remove a piece of wood that's blocking these ants over here, etc.

At least that's my perception of NIP's explanation of the way things are, and it seems possible to me.
