It's a lens glare. It moves at the same speed the camera panning does.

He's filming into the sun. I'd say lens flare as well.

use r looking at the wrong one, look at the bottom right under the power lines it doesnt moove

m..o..o..n....that spells lens flare...oh..oh.. no.. it's an alien craft... thats also filmin da video... or ..wait just a minute... IT'S YOURANUS!!!
