The increase in seismic activity.

That could be measured (approximately). I don't see how they could estimate energy built up, i.e the potential size of a coming energy release. I know there are rough estimates of such, but I've never seen anyone confident enough in their accuracy to graph them, and also it would not be monotone-increasing with time as that graph is. In the graph on the upper left corner it states " 8717 events" also "Total Accumulated energy 4.9 E + 011J"
