WHY IS SATAN NOT IN HELL RIGHT NOW???

i am puzzled about this god-satan relationship.

we know from the bible a story whereby an all powerful and all knowing god, created this multitude of angels, knowing full well that one of them would later on commit mutiny against him.

despite this foreknowledge, god proceeded to create this being and even rised him up to the highest rank of angelic hierarchy.

this was obviously an intentional act on the part of god.

then when this satan did commit mutiny, god got very offended and the bible again states that god banished him from heaven.

but then on another passage the bible tells us that god and satan have daily meetings whereby satan is allowed to accuse the bretherens ( so if satan is not in heaven and cannot go up to see god, does god go to satan for the meetings?)

on yet another passage, the bible tells us that all us humans who sin , will be cast in the lake of fire prepared for satan and his followers.

my question is : if satan rebelled trillions of years ago why is he not in hell?
why haven't they yet been cast into this lake of fire created for their punishment ?
but are allowed to roam the universe at will? and allowed to tempt humans and make them sin?
