Seriously? Using this criteria for voting would elimnate almost everyone in the country from voting! Very few people Own land outright-most are owned by the banks and have mortgages. And as far as public assistance, if you have EVER worked for wages at some point you HAVE to collect SS. Even Warren Buffet would be exempt from voting under this type of system!
