A license is permission by the government to own something or do something that would otherwise be illegal without that license!

The Constitution is a document limiting the federal government. Obviously it does not apply to the bureaucrats in your city/county/state.

These local governments can obviously pass any fucking laws they want, restricting any item or behavior they want, and nobody seems to give a fuck.
