How long will these hot particles be around? Are they still spewing forth from Fukushima? We need to work with Japan to help cap those reactors and filter out the gas... ?

You wanted to know fallout risk, but were measuring something different, background radiation, which has little to do with fallout risk, and the slight rise, if it was due to hot particles, could be related to very hazardous quantities of isotopes that enter the body.

Background radiation is only one part of the quotient.

The other part is the reading is taken of air filters, or other methods of concentration of suspected radio-isotopes.

Even a small difference in these two types of readings on a Geiger counter could be a matter of concern. More technical analysis such as mass-spectrometry is needed to more precisely determine risk.

But from the levels that hit parts of the US, don't expect radiation sickness, but rather a noticeable increase in cancer over the next decade.
