Re: RMT test message on phone?
Phones that already have the "PLAN" technology:

Motorola Droid X
Sanyo Innuendo
Sanyo Vera
Sprint "plans to launch more PLAN-capable mobile devices later this year, and include PLAN technology in all new Sprint phones by the end of 2011."

Concerns with the PLAN chip:

1. Why is there so little precise technical information on a measure that will affect every single phone manufactured since 2012?

2. The cited reason for having an extra chip embedded in each cell phone is that the current SMS infrastructure can get congested in times of emergency. However, PLAN still uses wireless carrier cell towers to push messages (as opposed to a different frequency, like the ones used for radio clock synchronization or GPS). The GSM standard already supports Cell Broadcast (CB) messaging. This FCC paper from 2007 states that "Cell broadcast is already resident in most network infrastructure and in most phones, so there is no need to build any towers, lay any cable, write any software, or replace terminals". What is the exact justification of the extra chip? If the existence of the chip is a misunderstanding of the media, then why don't existing phones work with the system already? Why do we need new phones that are "PLAN-capable"?

See here for more info and links on the subject of PLAN:

It's also VERY interesting that the Warning Alert and Response Network (WARN) Act was passed in 2006...

Yeah, this is really freaky. I can see it coming already.

Re: RMT test message on phone?
So, this is the "PLAN (Personal Localized Alert Network) Emergency Alert System" - which is set to go nationwide (major carriers) by 2012. And this is government mandated?

If you are receiving this alerts already, your carrier is already participating "ahead of schedule"...

Interesting to me, that mandated or not, opt-in or opt-out(?), this technology is using the GPS capabilities of the device. I'm definitely NOT okay with that.

Me either, that's why I'm so unsettled by this. I plan to call Verizon and see what (if any) options I have as far as opting out, and if there's no way, I may learn to live without a cell phone again, or get a prepaid or something. This is really just getting too Big Brother-ish.

Yes, way too Big Brother-ish for me too, OP. Keep lookin' out, never know.

The most unsettling to me, now that I'm on the subject, isn't the GPS I suppose...that little "PLAN chip" that is required to supply the network with functionality for the 'warning' system. Hmmm...then again, we don't know exactly what's in our phone as it is.

Re: RMT test message on phone?
Anyone else ever get one of these messages on your phone? I have verizon, and woke up this morning with a little red cross icon at the top of the screen where the new alerts go, and when i clicked on the alert, it said alert, emrgency level severe, significant risk to life/property, etc. Scared the crap out of me, but then i saw that (in easy to overlook text) it said Test, issue time, expiration time, etc.
I googled RMT alert and it pulled up the EAS/Emergency Broadcast System. I have seen the tests on the tv and heard them on the radio, but never had one on my phone. Anyone else??
 Quoting: Anonymous Coward 1516850

I also see a red cross icon on the top of my phone as well. I have a Verizon Cosmo phone, and have not figured out how to click on the icon though. I'm not sure if this is a good or bad sign. LOL.

You are asking...how do you trust the government???
....you don't know the answer to that already??

They have proved themselves TIME and TIME again to be LIARS and MANIPULATORS.

Keep an old low tech NON-SMART PHONE and change out the SIM card.
Keep the battery OUT of the phone until you are using it....then remove it when done.

I have been saying for YEARS that OLD LOW TECH phones, computers, operating systems and other "non-grid connected" tech devices are going to be HIGHLY VALUABLE in the near future.

People are going to get tired of GOVERNMENT and CORPORATE INTRUSION in their lives.
They already are, in fact.

Keep your low tech stuff.....you will be thankful....and find it extremely useful.

Re: RMT test message on phone?
Very interesting. I haven't heard about this myself untill now, but what I have had happen was I saw for the first time in my life an actual use of the emergency alert system for an amber alert late last night. I also about a week ago received a phone call from the school district where I live that was a test of the emergency call system, or something like that, which in the years I've lived here never even knew existed. Something very strange is going on. hiding

i don't understand why they don't just TELL everyone they are doing some tests with the system?

why are they fostering such uncertainty in people's minds by sending them these texts out of the blue like this?

it must serve some purpose.

Holy sh!t!! So, I chose more (its like seeing a big red button that says don't hit, but you do) It says:

Alert type: RMT alert
Severity: Sever (significant threat to life or property)
Urgency: Expected (Responsive action should be TAKEN SOON -WITH THE NEXT HOUR) <~~~ WTF
Certainty: Likely (Likely. Probability > ~50%)
