Isn't it obvious?, 11-9 as in ELEVEN & NINE as in EleNin

its supposed pass by earth correct?, wouldn't that mean the

effect can be seen on THE TV?
 Quoting: Anonymous Coward 1503847

I don't know much about specific threats from comets, NEOs or anything else, but 'space rock' is my best guess given the amount of forewarning - and details - we have been given about the EAS 'test'.
 Quoting: Anonymous Coward 1435577

What you think dictates reality and your best guess is a mental formation of a possible reality.

If you were to shift your mental image to portray a different scene that would alter the probability ratio of the new scene.

You have an infinite number of scenarios why choose one? and further more why that one?
 Quoting: Anonymous Coward 2955373

Ah, a fellow metaphysician and phenomenologist!

Well, here is my retort:

Since whatever will become manifest in my reality regarding the nearing "doom event" (and doom is not the operative term, as that which might be cool to me might be doom to others) will be, in accordance with previously established phenomenological norms of manifestation, a fusion of inevitability and inexplicability, I am impossible of truly determining what might become manifest.

Moreover, alas there are not an infinite number of possible scenarios which could become manifest. This is due to the chain of causation which governs the physical reality we all share.

As such, I have only two options:

1. 'Fitting-in-with' any one of other realities which could be collectively shared by a group experiencing a 'doom event' (again, on man's doom might be another's [my?] paradise).

2. Wish for some event which lies outside of the standard chain of causation of any 'doom event'... AKA... a miracle.

Now, though I would love to ascend to the fith dimension or be somehow "raptured" away from the doom event (#2)... or hit the lottery (#2 again, and have no other 'event' [doom or otherwise] transpire after-the-fact)... I can only conclude that #1 is the most likely doom scenario.

As such, though there may be better or more "comfortable" doom scenarios I might like to find myself fitting-in-toward (ex. zombie-pocalypse where in I survive and rebuild) over the 'space rock' manifestation, logically I am unable to account for much else but for the 'space rock doom event' and still stay well within an established chain of causation.

Benevolent aliens landing and teaching us the path toward galactic gretaness sounds awesome... but I just don't see it coming as a 'doom event' anymore more than I think the status quo will keep on trucking to the day I die old in my bed!

This now raises the question as to why they have changed their mind about this?. The orginal FEMA doc stated that 3min was needed to ensure and confirm that the EAS and the other codes will work/has worked during that time frame. What has changed their mind all of a sudden and has made them confident that they now only need the 30 sec of test?.
 Quoting: Anonymous Coward 4265578

what changed their minds is the fact that they know that if they shutdown the net for 3 minutes--- it would take 24 hours to restart--- assuming all went well..

Of course it would not

Had this email in my inbox this morning when i got into the office:

DATE:
November 3, 2011

TO:
All West Region Employees

SUBJECT:
November 9, 2011 (2pm ET, 1pm CT, 11am PT, 9am HA), National Emergency Action Notification (EAN) test of the Emergency Alert System (EAS)

UPDATE:

On November 9, 2011 (2pm ET, 1pm CT, 11am PT, 9am HA), FEMA and the FCC will conduct the first-ever Emergency Action Notification (EAN) test of the Emergency Alert System (EAS) on a National basis. All EAS participants will be required to conduct this test.
This is what most customers will see:

MidWest Market (except KC), Big Island and Maui, Los Angeles,
MidWest NewWave areas, Bulan, Mayfield and Madisonville, KY

Texas, MidWest KC, Oahu and Kauai, San Diego and Desert Cities

• During the test and for a short time afterwards, customers may experience an interruption in programming and serviceability but service is expected to return to normal with no action on the part of the customer.
• While the actual EAN event will last approximately 30 seconds, a small percentage of customers may experience connectivity issues for 20 minutes or more.
• An attempt to tune to an SDV channel during this time may return a Press “A” Key to Retry message

KEY MESSAGES:
• On November 9, 2011 (2pm ET, 1pm CT, 11am PT, 9am HA), FEMA and the FCC will conduct the first-ever Emergency Action Notification (EAN) test of the Emergency Alert System (EAS) on a National basis.
• All EAS participants will be required to conduct this test.
• During the test, all customers will receive an audio message indicating that “This is a test.” Although the EAS Test may resemble the periodic, monthly EAS tests that most Americans are already familiar with, there will be some differences in what viewers will see and hear. The audio message will be the same for all customers; however, due to limitations in the EAS, the video message may not be the same and in a small number of locations, may not indicate that “This is a test.”
• While the actual EAN event will last approximately 30 seconds, a small percentage of customers may experience two-way connectivity issues for 20 minutes or more. Some possible issues may include:
• An attempt to tune an SDV channel during this time may return a Press “A” Key to Retry message
• Customers will be able to access a VOD menu, but ordering or resuming will result in an error message
• Converters will NOT authorize so installations should not take place during the EAN test.
• Changes to customer accounts should be avoided.
• Rebooting should be avoided

FAQ:
How is the Emergency Action Notification different from the regular Emergency Alert tests?
EAN is the national activation of the Emergency Alert System (EAS) and can only be activated by the President of the United States or their representative. EAN gives the president access to airwaves to address Americans during a national crisis. An EAN is a different type of alert code than the one used for weekly and monthly EAS testing.

What is the purpose of the Emergency Action Notification test?
The federal government has made a decision to conduct the first ever nationwide EAS test in order to evaluate the readiness of EAS participants to receive and respond appropriately to an EAN.

Why is the Test being conducted at this particular date and time?
The November 9 date is near the end of hurricane season and before the severe winter weather season. The 2 p.m. Eastern broadcast time will minimize disruption during rush hours, while ensuring that the test can occur during normal business hours across several time zones (2pm ET, 1pm CT, 11am PT, 9am HA).

How long will the Test last?
The test will last for approximately 30 seconds; however the actual impact may vary.

What will people hear and see during the Test?
During the test, customers will hear a message indicating that “This is a test.” Although the EAS Test may resemble the periodic, monthly EAS tests that most Americans are already familiar with, there will be some differences in what viewers will see and hear. The audio message will be the same for all EAS Participants; however, due to limitations in the EAS, the video test message scroll may not be the same or indicate that “This is a test.”

Re: Breaking - 11-9-11 FEMA EAS test now shortened to 30 seconds announced minutes ago
An Emergency Action Notification (SAME code: EAN) is the national activation of the Emergency Alert System (EAS) and can only be activated by the President or their representative(i.e. the Vice President).[1] The Emergency Broadcast System (EBS) also carried the Emergency Action Notification. It has never been used by any President since its creation.

Unlike other messages, the EAN is not the alert itself, but rather a notice that the activation is beginning.[2] After the End of Message (EOM) tones are sent, normal programming does not resume. Instead, most stations will broadcast emergency information in a specific priority order. Messages from the President are always broadcast first. Next comes local messages, statewide and regional messages, and finally national messages not originating from the President (some documents refer to these as "messages from the National Information Center (or NIC)". While there is a SAME code for this type of message (NIC), there exists no FCC definition of the National Information Center)[3] . When an EAN is initially received, and during any time a new message is not available, an FCC mandated standby script is to be used (and repeated).[4] Other stations, which hold special permission from the FCC, will sign off until the end of the EAN.[5] Normal programming cannot resume until the transmission of an Emergency Action Termination message (SAME code: EAT).[6]
[link to en.wikipedia.org]

FEMA: Nationwide EAS Testing 11-9-11
Nationwide EAS Test Reminders

1. An Emergency Action Notification (EAN) live-code will be used for the Test.

2. The test will last approximately 30 seconds.
The Washington D.C. FIPS code will be used for the Test.

3. An End of Message (EOM) will be used to close the EAN (an Emergency Action Termination will NOT be used).

4. You should have at least two monitoring sources (review your State EAS Plan).

5. NOAA Weather Radio will NOT carry the EAN- check with your SECC/LECC for monitoring sources.

6. The Test will NOT use a CAP message nor evaluate CAP compliance.

7. The National Weather Service is rescheduling their Required Weekly Test for Tuesday November 8th.

8. If you do not have a PEP source, you may be able to monitor your local National Public Radio member station (contact NPR Headquarters).

9. Properly configure your EAS Device (see the EAS Best Practices Guide in the handouts section and visit the EAS Device manufacturer website)

[link to www.fema.gov]

According to the information provided by FEMA, once the Emergency Activation Notification is activated it "WILL NOT BE TERMINATED". If such is the case, then normal programming of all systems of radio, television, cable, satellite, and wireline broadcast WILL NOT resume.

So once this "test" begins, there airwaves will be taken over INDEFINITELY by FEMA, that's why they only need 30 seconds...hell they only need 5 seconds really.

All landlines and cell service cut in a decently large area of Colorado mtns a couple or few days ago, due to some fiber optics being severed. Service was restored in a matter of hours, but no real reason was given as to how the cables were cut or why or by whom.

Thought it was weird, but didn't think too much of it, until now.

I tried to copy the link, but because of copyright issues per GLP, I can't. Just google "cell service lost in Dillon, Frisco, severed fiber optic cables" and look for an article dated 10/31/2011.

We had that happen on Kauai a couple of years ago - both cellular service and landline down at the same time. They claimed it was due to bridge construction and severing a line but never explained how that took out cell service as well.

They retain control over the signal and programming with the EOM, do they not?
 Quoting: Da Purple Chicken

I think so, yes.

I don't care how long the test is for, if they send out the EAN, it is not a test.

If the EAN is followed by the EOM... and not the EAT... then who the fuck cares how long things last! Moreover, I have seen no procedural changes listed on FEMA's site. This is still slated to be the first EAN code broadcast ever, and is still supposed to 'end' with the EOM footer.

And that still means a notification of a 'real world emergency'

Thread: EAS test and the EAN/EAT/EOM codes
 Quoting: Anonymous Coward 1435577

And the next step that no one is mentioning is: If the signal stays a "live" emergency what kind of self appointed super powers are the president and continuity of government going to invoke?

I do care how long the test is, also. Because it was a Must before hand and now it's not that important? So they either are misleading us now or they were before. If it doesn't need to be the original length then the test is NOT the objective here. Plus, if there were nothing to hide they wouldn't have changed it because people were asking questions. This is obviously more than a "test"

I dont know if this means much, but about 20-25 minutes ago, here in the Denver metro area, we had 3 separate emergency alerts within 5 minutes of each other via cable TV, and instead of naming counties at the top like usual, it was for the entire state of colorado. The expiration time wasn't within a minute or so MST of the alert themselves, but 12:05 pm MST.

I guess the weird part was having them back-to-back like that, 3 in a row in 5 minutes.

The fact that it was bullshit to begin with. They are pretending this is 1962 or something.

They know damn well, instantly, whether it's working or not, and can easily test it themselves without us ever knowing.

The fact that it's being made public, and being discussed so long in advance, is specifically TO get people interested and talking about it, then they will tune in.

I imagine something VERY serious is going to be announced on the 9th.

This now raises the question as to why they have changed their mind about this?. Wouldn't shock and awe be more effective if they were going for the "take it serious" factor? Not a lot of folks are aware of this test, even though it's been on the FEMA website for months now. Of the few that are aware, most think it's just a simple EBS test, like the ones we always get, so no big deal (in their book)you know how most people pooh pooh anything that has scary potential or go into brain shut-down mode. IF it is something serious, they (the gov't) must have known well in advance then about the nature of said possibility or eventuality. And, if if's just the USA being notified, how serious can it be?1dunno1
