So, explain how a government would be able to offer you all the benfits and protections of society if they have no record of your existence?

Good question (or is it?). Government/state is there to provide benefits and protections to "society" (I am assuming that society is multitude of individual humans)?

Somewhere there are still peoples and herds, but not with us, my brothers: here there are states.
