Also remember the Alaskan soldier who alledgely warned his mother and is charged with spying.
If they are planning on setting off a nuke to cause a natural disaster, they can blame the higher radiation levels on Iran's "nuke test" or on Japan.
They have the astroid to cause confusion and/or blame.
With them cutting off tv and radio for their test they will also cause confusion and will have control over information.
