We (The USA) need to get out of everyone else's business.
If China/Russia want an irresponsible bordering country to have nukes then so be it. Sooner or later Iran will get pissed at one of them and threaten to use those nukes against them and we can say we told you so but nonetheless Iran is their problem not ours.
