This patent for example was issued in 1991 . .. Meaning the timeline is perfect for its implementation. . . .the owners were Hughes Corp. . . .to become Raytheon corporation the principle contractor for Climate Research and aerosol dispersal, one of the principle chaff manufacturers in the world. . .
One cannot prove this patent has not been implemented. . . You think they have not because there was no press release. . . . . They don't for classified or cover programs . . . Until they are ready. ..

So far, you have not provided evidence, only speculation and misinformation. Your mention of chaff is a straw man. It has no relevance in the discussion. It is not dispersed through aircraft engines.
