Britain, Germany and France are calling for a UN resolution that demands an immediate halt to violence in Syria and strongly condemns the government's human rights violations.

The trio acted after the Arab League confirmed its suspension of Syria in response to attacks on protesters.

Germany's UN ambassador Peter Wittig said: "We hope it will show (President Bashar al Assad) just how isolated he is."

The UN's General Assembly could vote on the resolution as early as next week.

Some Arab countries have already said they intend to back the calls, it has been reported.

Russian Foreign Minister Sergei Lavrov said on Thursday that an attack by Syrian army defectors on an intelligence complex resembled civil war and reiterated Moscow's call for talks between Syria's government and its opponents.

He said such talks should take place at the Arab League headquarters.

"We see television reports that say some new force, the so-called Free Syrian Army I believe, organised an attack on a government building... belonging to the Syrian armed forces. This is already completely similar to real civil war," Lavrov told reporters after a meeting with Indian Foreign Minister S.M. Krishna in Moscow.

Any international intervention in Syria must not be unilateral and should be mandated by the United Nations, French Foreign Minister Alain Juppe said on Friday, warning of a "catastrophe" if the country was allowed to slide into civil war.

This is where the scene develops, as the army advances too close, or as it opens fire (unclear who fires first), the cameraman scans down to reveal a defected soldier taking position.

The self-styled Free Syrian Army were reported to have killed three members of the security forces.

The latest violence came as international pressure mounted on Bashar al-Assad's rule.

Syria has been told by its Arab peers to stop crackdown against protesters by midnight local time (22:00 GMT on Saturday) or risk sanctions, and the Arab League has already suspended it from the 22-member bloc.

Iran called the suspension "a historic mistake" that would in itself cause civil war.

'UK in secret talks with Syrian rebels'


Senior British officials, including Foreign Secretary William Hague, are set to formally meet with Syrian rebels in London next week, a new report has revealed.


The UK and other Western states have been in informal contact with Syrian rebels for the last three months, The Independent reported on Saturday.

According to the report, the talks open up the prospect of the rebels eventually being recognized as Syria's representatives.

Arab League rejects Syria peace plan changes

Blaring horns, sirens, motorcades and rallies are the order of day and night in the Syrian capital as hundreds of thousands of people stage massive daily exhibitions of fidelity and devotion for President Bashar Assad, who is facing international isolation for his crackdown on an 8-month-old unrest that some say could easily spiral into a civil war.

The Arab League this week suspended Syria from the 22-member organization for failing to abide by a peace plan it brokered to end the crisis. But Syria, which called the suspension illegal and a product of U.S. pressure, agreed in principle to allow dozens of Arab observers into the country to see what is going on the ground, a significant concession from a hardline regime that loathes any sort of outside interference.

On Sunday the AL, meeting in Cairo, said it rejected amendments proposed by Syria, saying the changes put forward alter the "essence" of the peace plan.

The Syrian president earlier said that his country would not give in to any foreign intervention.

Assad also warned that any military attack against Syria would destabilize the entire Middle East.

Syria has been the scene of what observers believe to be foreign-orchestrated political unrest since mid-March, with rallies being held both against and in support of Assad.

Damascus says the unrest has been largely incited by elements that are well-paid and armed by foreign powers. Hundreds of people, including members of the security forces, have been killed in the turmoil.

Free Syrian Army says it carried out dawn attack on Baath Party building in heart of Syrian capital.

The Free Syrian Army has claimed responsibility for a rocket grenade attack on a building belonging to the ruling Baath Party in the heart of Damascus, the Syrian capital.

Witnesss reported a loud explosion on Baghdad Street in the centre of the city early on Sunday.

Meanwhile, the Arab League on Sunday rejected amendments proposed by Damascus to its proposal to send a 500-strong delegation to monitor the violence in Syria, saying they would radically alter the mission.

Activists from the Local Co-ordination Committees told The Associated Press news agency that several rocket-propelled grenades had been fired at the Baath Party building.

A witness told the Reuters news agency that the attack had occurred just before dawn when the building was mostly empty.
