there's a couple of things an aussie doesn't understand.. because i'm trying hard to understand all this US unrest, and OWS stuff

From a psychological perspective:

1. If a police officer told me I was about to be pepper sprayed and I was addament about doing what I was doing .. I too would probably say "yea ok, do it man".. as a "you are going to do it anyway, and i'm not leaving, so yeah, i guess it is going to happen".

2. the nervous laughing is from those resigned in the fate of the said imminent pepper spraying.

and other thoughts..

I thought your protests over there are freedom of speech, further on a campus, how can this be deemed illegal? (fault me if i am wrong)

and finally, they are huge para-military police officers... if it was illegal, why the over kill with the mace?.. they are just students... why not just put an arm roll on them and take them away as obstruction or whatever....

in my day i have never seen a dude chained to a rainforest tree, pepper sprayed right in his face before they cut the cains and padlocks off....

Everyone in my Military Police unit when I was in the Army agreed to be pepper sprayed for training purposes including myself. Well, we could've said "no" but I don't that would've gone down very well...Article 15 and all.

Yes, he is basically giving in to resignation, not agreeing to it. Moreover, the way the spray was used was illegal -- how close it was when being sprayed.
