I served in Afghanistan in 2009 (Danish forces)
I met a couple of Pakistani men in the middle of nowhere, Helmand province, with traces of explosives on their hands, and foreign bills. None of the locals could identify the men, but were scared shitless by them. They didn't speak Pashtu or Dari (most common languages in Afghanistan). Pretty hard evidence of the guys working for taliban.

Point: The pakis who were killed, might have been bad guys too. There's only a headline, no article, so we can't know.

I doubt it'll have any consequences.

Edit: It's common for taliban to recruit "foreign fighters".

Taliban has "secret" camps along the border between Pakistan and Afghanistan. They are fought against by both US and Pakistani forces, on both sides of the border.

So Obama wasn't referring to Pakistan as a terrorist state, but actually the taliban-fractions inside Pakistan.
