They are arming the cops/gestapo goons for the Revolution that will begin when S.1867 passes and the economy collapses.
The Elite are running scared and are doing everything they can to get ready for the Battle between the people and the Government and the police are the frontline stooges to be used as fodder to gather intel on just how strong and well equipped the People are.
It is all coming to a head and soon the shot will be fired that starts the Revolution.
