I'm going to take a stab at this, but keep an eye on the DV thread, because they've got people much better at this than I.

OK, so we all know the street rate, or what they seem to be referring to here as "Secondary Market," is worse than the CBI rate. Right now, it's something like 1255, where CBI is, of course 1166. This article could be a reference to that, but I don't think so, because of the first paragraph.

CBI says they are going to "take decisions that will change the exchange rate of foreign currencies against the Iraqi dinar and thereby contributing to its stability in the currency market." What decisions could they possibly take, other than raising the official value significantly and releasing the lower denominations, that would raise the street rate at all, much less get it in line with the official rate? The in-country currency is falling to pieces, and almost everyone, bums included, don't want it. They even tried raising the official value by 4 pips last year, and it accomplished nothing. I suppose replacing the tattered currency could give folks some more confidence in the currency dinar, but I have seen no indication that that's going to happen since September, and they didn't do it then, so I see no reason to believe they would do it now. Even if they did that, I doubt it would bring the street rate to the CBI rate because people are familiar with THIS dinar, and have an expectation of its in-country value. Businesses aren't going change their prices just because some crisper versions of the same toilet paper come out.

A free float, on the other hand, would accomplish stability, by definition, and businesses would have to watch the market and adjust prices accordingly. An RV would accomplish it, especially if it came out right at a dollar, at least for while, if for no other reason than you'd have a brand new system, and folks would be clamoring for the new money. Inflation might kick in, or a lack of confidence in the new money, and they'd be at the same spot they are now, in my opinion, under an RV-type scenario, but you would have stability initially. From a street-level perspective, it seems like it would be hard to believe in a massive overnight RV if I was an Iraqi, which is one reason I believe in the float.

The cbi can't afford to keep printing currency that is leaving the country, so they are going to raise the rate currency to stop this from happening. He also said the cbi wants to be fare to foreign dinar investors. They want to help us. Now this part is from another friend over there. Their are heavy rumors of going to $.87 to our dollar almost immediately.

i may have missed this in one of the 50+ pages on this thread, but i'm wondering about the dinar.

A lot of people bought a lot of iraqi dianr a few years ago, and I'm wondering if anyone here knows if that was just a scam, a gamble, or it is really going to revaluate and everyone who bought in makes a pile of money?

No, the CBI is "supposedly" not changing (re-dominating/changing cucrrney) the current cucrrney until then. This will not effect the cucrrney in place now for at least another year. This is "excellent news for dinar holders. Meaning, Iraq cannot stay complacent without making some sort of change in dinar exchange rate (revaluation) of the current cucrrney due to high inflation, economical/financial concerns, and while continuing to pave a way for future investment.

They got a deal on the houses on the border with Kuwait. This is great news for us, as marking the borders and moving the border dwellers are the last two things the UN is looking for to get Iraq out of Ch7. Ban ki Moon has been urging them to finish this by March 31, and it looks like it's actually going to happen. Now, we wait to see how long it takes the UNSC to hold their meeting to vote. UNAMI has one next week, which is a very good sign that the Security Council is on top of this.

The Ministry's delegation pointed out that "The Iraqi houses are near the Kuwaiti borders where their existence represents security violation, so the two sides agreed to build 200 residential units located three kilometers far from the borders and demolish all the houses near the borders and shelter their inhabitants in UM Qasr to settle the file of the borders re-determination." /End/

Like you, LM, I've been waiting for a long time to see any mainstream commentator mention dinars, and I couldn't have asked for a better person to do it.
