[kaperoni] Two things are implied here. 1. Monetary policy is changing. 2. They are going to a free float.

[kaperoni] The next article also came out in January from a Dr. Naji al-Hamdani titled…

[kaperoni] “Monetary policy and its consequences on the Iraqi dinar.”

[kaperoni] This article is great because he speaks in a high level, often what is taken for granted. Such as this quote…

[kaperoni] As I break this down, we need to focus on a few keys…

[kaperoni] Now we know 10 years ago, Dr. Shabibi chose a closed monetary policy under Article 14 of the IMF common termed a “currency board.” It’s exactly what that above quote said..”a system of exchange controls.” Where in reality it was a fixed rate (occassional pips) to reduce inflation, etc. to establish a monetary policy, currency and successful exchange rate.

[kaperoni] That time is coming to an end. That must change as stated in the second paragraph above.. “Under this approach open to the capitalist West” Which we know is about to happened because it was stated in the IMF Stand –by-Agreement as a benchmark. And more recently mentioned during the Press Release of the IMF when an extension was granted on June 23rd, 2012 to February 23, 2013 …And that means IMF Article 8 as well.

[kaperoni] “The extension will, in particular, provide time for discussions on fiscal policies for the remainder of 2012 and on measures to improve the functioning of the exchange regime.”

[kaperoni] In my previous chat, I explained that an “exchange regime” is the way an authority (CBI) manages its currency in relation to other currencies and the foreign exchange market.

[kaperoni] So know we all know that the CBI is transitioning off the “currency board” and on to a “free floating” dinar. If you visit the IMF site, you will see various types of “regimes” such as Free Float, Managed Float, or Pegged. Certainly, the CBI may change to more regulated Managed or Pegged, but it appears that the next step is to find the “true value of the dinar” via a free floating platform.

[kaperoni] Now what is interesting is the USAID office in all this…

[kaperoni] A recent article gave us this quote…

[kaperoni] "The U.S. Mission called the 7 banks from across Iraq to attend a training workshop was held for the period of {21-28 of last month}, the first of 20 training workshop will contribute to the support of the banking and financial services."

[kaperoni] And this one…

[kaperoni] The statement said that "the proposed development financial of the U.S. Agency for International Development is the embodiment important for the strategic framework agreement between the United States and Iraq and project envisages support the banking sector to be more vibrant, and this would expand economic opportunities and prosperity for the Iraqi people."

[kaperoni] So we see that the US Strategic Framework Agreement is tied to this training. More specifically because restructuring the financial system is a benchmark not only for this agreement, but for the IMF Stand by Agreement.

[kaperoni] This next quote from a similar article explains even more…

[kaperoni] “Noteworthy that the project to develop the financial sector is an important part of the framework agreement laid out between Iraq and the United States to support the banking sector and increase economic opportunities in the country.”

[kaperoni] These two articles also came out last month…

[kaperoni] Arabic Bank Union: procedures for Central Bank of Iraq is positive towards the development of the banking sector Friday 18 January 2013

[kaperoni] “UAB described Jordanian Arabic nationality medal Ullah, the actions taken by the Central Bank of Iraq in the development of the banking sector as "positive", weighted with the rise of the banking sector during the coming period.”

[kaperoni] See what he said? “the rise of the banking sector”

[kaperoni] And this…

[kaperoni] “the Central Bank of Iraq has good vision and strategic plans are positive and on track towards banking reform to government branches,”

[kaperoni] So much for Maliki’s malarky! (He said yesterday 2/10/2013.. "lack of a stable economic situation" and "lack of clarity fiscal and economic policies.")

[kaperoni] And…

[kaperoni] “the Arabic Bank Union ready to assist and support the development of the banking sector.”

[kaperoni] And this article…

[kaperoni] Member: Finance Committee plans to hold a special conference to develop the banking sector with the participation of international partners 1/22/2013

[kaperoni] And this quote…in which a special conference was held..

[kaperoni] “Special Conference for the development of the banking sector with the participation of international partners and bankers.”

[kaperoni] Let’s add one more bit of fact. That May 22nd 2013 Iraq’s money being held worldwide will no long be protected. Here is a quote…

[kaperoni] "immunity to Iraqi funds will expire in the middle of the month of May next by the United States of America." And this one…

[kaperoni] "the amounts found outside Iraq is $ 65 billion of the Central Bank and other private funds the Iraqi government will be retrieved after the lifting of immunity."

[kaperoni] I also believe the European Union directly after this information came out amended its specific restrictions on economic and financial relations with Iraq. More good news!

[kaperoni] So to summarize, we see..the CBI talking about the “exchange regime” transition, the economist talking about the transition, the IMF stating Feb 23rd as the new deadline, the USAID office training Iraqis in international banking techniques, UAB support, private conferences with both Iraqi and International banks, all of which is part of the both the IMF Stand by Agreement and the US Strategic Framework Agreement. Oh and did I mention if they fail, the 100 billion dollar Paris Debt Agreement could be cancelled?

Kaperoni: This is a list of banks,etc where citizens can go to get dollars. IMO, this is a final push to collect as much dinar as they can.

They're currently holding a summit of bloc leaders in Erbil, and the Kurds stipulated implementation of previous agreements as a pre-condition to the meeting. Maliki is on the ropes with his pet judge fleeing the country, Allawi has, apparently, negotiated, through the US and Barzani, to become president of the republic (Talibani's spot currently), and Barzani has agreed to allow Maliki to stay in his job through the end of this term. Barzani would never have agreed to that unless he got some serious concessions. The Standby Agreement deadline is next Saturday, Feb 23. Folks, we could see the end of the crisis this weekend. And you know what happens when these guys get their politics in order...

I am reminded that with almost every statement that was made by economists and the CBI that mentioned they were delaying the removal of the zeros until 2014, they put a qualifier. "Unless the political situation improves". If there is a real agreement allowing Maliki to finish his term, inacting the importatant parts of the original Erbil agreement like the Security Minister and making Allawi the president, this IMHO would qualify as real improvement in the political situation. It has taken the US about a month to nueter Maliki but they have achieved what I was beginning to think was the impossible. Maliki would not have agreed to this new Erbil agreement unless he received immunity from prosecution and a graceful ending to his riegn as PM. This is US engineering at its finest if I've ever seen it.



Lock up the currency reserves at the Federal reserves.
Send the IMF and US treasury in to protect the bank.
Our Embassy threatens to release detailed documents on everyone in Iraq that has been corrupt to encourage the NA to replace Maliki.
Our Embassy tells Iraq as long as he is the PM they can forget about being released from Chapter VII calling Maliki a tyrrant.
Documents proving corruption, theft and smuggling are released that show Maliki, Maliki's kid and leaders of the SOL are quilty. These documents talk of how much and give account #'s where they have hidden the money.
Jaafri, the head of the NA resigns saying he wants to retire from politics. This is a man who had aspirations to be the PM as recently as a few days before leading me to believe he saw the writing on the wall.
A secret meeting is held in Doha with the only invities being Sunni leaders and present and past military leaders. Rumors is they are there to plan a coup but two days later the demonstrations begin in Anbar. The meeting was held at the Intelligence Headquarters in Doha, Qatar an allie of the US.
Maliki is threatened by the US to not use force against the demonstrators. Force will be met with force and Maliki will be held personally accountable.
The US sends 1000 troops to Fallujia and warns Maliki not to enter the city with his army. US says they are there to fight terrorism.
Nujaifi is asked to meet with the US again the location of Doha, Qatar. He was asked to come even though he had just sequestered all MP's in parliament to stay until they have a budget. Maliki complains publically of his going saying he is unsuited to be POP.. Nujaifi, the day after arriving in Doha and meeting with the US goes on record making accusations about Maliki and corruption and pubically calls for Maliki and his party to resign.
Maliki sends his personal representatives to Erbil to negotiate for him totally excluding the SOL. They meet with the Kurds, Iraqiya and the Sadrists and make the agreement to allow him to finish his term if he institutes the important parts of the original erbil agreement and allows Allawi, a sworn enemy, to become president of the Republic of Iraq.
The US is deeply involved in this agreement and the ongoing discussions between the blocks.

The some political blocs, notably the Kurdistan Alliance and the Iraqi List and the Sadrists had tried last year 2012 work on the withdrawal of confidence from Prime Minister Nuri al-Maliki and the nomination of a replacement of the National Alliance in the meetings that I knew the two meetings of Erbil, Najaf but failed to get enough votes to pass the project in House of Representatives.

The economic guys are "insisting" on the implementation of the most recent update, from January, of the Strategic Framework Agreement, which means the implementation of free market reforms. We encourage everyone to take a deep breath and quit getting caught up in the minutia of a single event...there is not one event that will "trigger" currency reform and especially not the budget. Budgets have come and gone without the RV and this one could easily be no different. We need to remember the goal is to have Iraq's economic fundamentals strong for the long term. To get there things like a stable GOI, secure assets (HCL), banking laws, etc.. need to be in place. As we have speculated and we continue to believe many of these will come quickly together once the first domino falls. Yes, the budget could be in the "dominoes" but it is not the exclusive event for the RV.

The really encouraging news is that the core fundamentals appear to be lining up nicely. Much news has detailed work toward HCL, WTO, banking laws, chapter 7 and most importantly neutralizing Maliki. Many have suggested if a stable GOI is required for a RV then we will never see it since Iraq will never be stable. What these fail to understand is Shabibi defined stable as a power sharing system which we all know Maliki has fought tooth and nail to prevent. The recent news suggests a true power sharing GOI is in the works. Also as we speculated 2 weeks ago it is now pretty obvious the Kurds have linked the HCL to the budget for negotiation purposes.

What is most encouraging is that our sources and news reports are starting to line up. It appears Iraq is under tremendous pressure from the outside to live up to its potential. Also things like chapter 7 and WTO are being used as a leverage point by the international community. Our opinion is to watch how things unfold concerning Maliki. It appears the other key issues are ready to go on paper and the world is awaiting the power sharing scheme to become real. We do not know which will come first but agree with others that all the issues will most likely be suddenly resolved pretty close to each other. Based on media and other sources we still believe it to be several weeks or longer before all the dominoes are aligned.

Every country needs a Benedict Arnold in its foundation story, and it looks like Iraq may have just found theirs. Good thing it's the baddest dude on the block. I'm guessing the CIA found these documents right about 2003, and we've held on to them for just the right time. Now, Chalabi has them, and he's gonna be the next PM. If this is true, it's the biggest moment in recent Iraqi history. I wouldn't be surprised if they march into the Green Zone and hang this guy tomorrow.

This is really straight forward. This is some very good coordinating going on with several entities to make it work. And this statement is clear, next week they will get together again and figure out the "appropriate mechanisms" which will "raise barriers" and they will get it done to improve the "financial and banking system in Iraq." Next weeks takes us into March and I would assume shortly thereafter, they will implement these mechanisms which will raise these barriers! We all know what the barriers are..an "exchange regime" (we beleive float) and a tradable currency. Which means IMF Article 8, Amazing information!

also the ISX has has made no real gains over the last year.
so to sum up......
We have an International Bank with a bent towards the ISX, setting up a business where they can't make a profit, tied to a staled stock market with few traders, in a country where the currency can not be traded internationally.
My guess is they must be planning on selling cars..lol
