Oh, and there's this from tlar. I like his interpretation of that ugly little paragraph better. They really do need political stability, but they need this, too, and our thing could actually help with political stability. Folks with money in their bank accounts don't burn their countries down.

This could be understood as a two part sentance. "the Iraqi dinar should be a priority " and "he needs to political stability in the country" . The way the sentence ends could also imply that these two things must come before everything else in Iraq. I see this as a reference to both of these things must occur before significant economic advances that are needed in the country. If I'm right, and I probably am not, the way this sentance reads is that they must raise the value of the dinar and they must get their government in order and this must come before everything else. If this is accurate that would mean they are saying raise the value as one of two components to get your economy moving.
