Baghdad (NINA) – The Cabinet's weekly meeting is been postponed until Thursday, to allow time for Kurdish ministers attend.

Official source told NINA on Monday, Apr. 29, that the meeting held, earlier in the day, between the Kurdish Alliance's delegation, headed by the region's Prime Minister, Nechirvan Barazani, and Prime Minister Nuri al-Maliki, resulted in agreement of the Kurdish side for Kurdish ministers to participate in cabinet's sessions.

Earlier in the day, Prime Minister Nuri al-Maliki discussed with the Region's Prime Minister, Nechirvan Barazani, and the delegation accompanying him means of cooperation and coordination between the Government and the Region.

A statement issued by Maliki's Office said that the two discussed points of disagreement, in frank and serious atmosphere, as well as the mutual desire to find solutions for all outstanding issues; they have agreed on working all disputed issues in accordance with the Constitution and the Federal System of united Iraq.

You must be kidding me.. No, I mean this in a nice way. Obama started paying down the dept without any money. I knew that they would make it news worthy, paying down the debt and they would show it being done a bit at a time. I never thought that they would just come out before the RV and say HEY WE MANAGED YOUR MONEY SO WELL THAT WE JUST PAYED OF TRILLIONS DOLLARS IN DEBT… This is tax time when the government is shelling out tons of tax refund checks but yet after over 4 years and NO budget, growing the debt 8 Trillion dollars they suddenly have an excess… Now this puts a big smile on my face. The RV must be coming fairly soon if they are already putting it in play…. They thought they would need to borrow $103 billion but instead they paid down $35 billion, that’s a $138 billion swing… These guys are counting their eggs before the chicken even laid them or before the RV happened for them… Just a little insider trading for our government and hey why not?? They control it… And if so then we should see soon JMO Keep your eyes on the Kurds, if they go back to Parliament on Thursday. Then we know something had to have happened even if it’s not all shown to use by that day…. ~ Street

Treasury to pay down debt for first time since Obama took office

The Treasury Department announced Monday that it would reduce its level of debt in financial markets for the first time since President Obama took office.

The department said it expects to pay down a net of $35 billion in its marketable debt for the second quarter of 2013, the first time it has done so since 2007.

In February, Treasury had estimated the government would have to borrow $103 billion during the second quarter, and would end up with a cash balance of only $30 billion.

But thanks to unexpectedly higher receipts of government revenue and lower outlays in spending, the Treasury is experiencing a swing in fortune that allows officials to actually pay down some of its outstanding debt.

Treasury now expects to have a cash balance of $75 billion in June after paying down the $35 billion in debt.

Treasury also updated its borrowing projections for the third quarter of the year. The Treasury now anticipates it will borrow $223 billion from July to September, and will end that quarter with a cash balance of $80 billion.

The rosier projections come as experts are also projecting that Washington may have more time to haggle over fiscal policy before the government reaches its $16.4 trillion borrowing limit.

The Bipartisan Policy Center announced Friday that its latest projections show the government might not need to raise the debt limit until mid-October.

In January, experts with the group estimated the borrowing limit would need to be raised sometime in August, but updated information about the nation's finances has pushed that window back, the group said.

I agree, ts, but I think Iraqi politics is the barometer we can use to determine where we are in the process. We all know the holy grail of TPTB is "stability," so by that logic, when we see stability in Iraq, we will see currency reform.

The delegation returned to Arbil on Monday evening without official announcement of the results of his visit, but a number of politicians said the Mbhagesath had been successful and that the ministers and deputies of the Kurds will end their boycott of the Council of Ministers and the House of Representatives and will return to Baghdad next week. We are starting to see real progress between the younger Barzani and the National Alliance, believe it or not. Yesterdays meeting is being written about a lot and it looks like they have signed a convention of 7 points.

Nechirvan Barzani the son of Massoud Barzani visited the president of the National Alliance Ibrahim al-Jaafari in his office and they went over the following points:

Article 140, the balanced owed to the Kurdistan Region for the Peshmerga Armed Forces of Kurdistan, the Oil & Gas Law, the rest of the outstanding issues related to partnership in the decision-making and the balance of state institutions according to an article that Yota brought in this morning.

After that meeting Barzani met with Maliki, they talk about all the issues and then gave an official announcement that they had agreed to give security aspects in all parts of the country particularly important and pass laws of oil & gas and to resolve all outstanding problems.

After Barzani arrived back in Arbil last evening, they declared the trip a success and announced that the ministers and the deputies of the Kurdistan Region would end the boycott and return to the Council of Ministers and the house of representatives returning to Baghdad next week.

This is exactly what Khoury and I talked about last night right before my show; the Kurds and Maliki would need to come together and the CBI would follow through with their plans. Now we just need to see the Kurds return to work in Baghdad and we are home free.

Political Stability and Iraqi Security can be enacted that fast if this is true and we/they can see the RV, RI or what ever the real intent finally take place.

He continued, “I think it is essential to inform you that the current situation more appropriate than ever to lead the Kurdish people made great strides to his future prosperous,” stressing that “the century atheist century is a century of the Kurdish people, so fall on you and duties of the largest should prepare her for that you can service your people to the fullest. ”

Details of the agreement between the delegations of the provincial government and Baghdad
The president of the Kurdistan Regional Government Nechirvan Barzani, who was the head of Kurdish delegation in Baghdad, the middle of the night Monday 29/04/2013, to the region through the airport in Irbil, returning from Baghdad.
According to informed and reliable sources that the delegation of the Kurdistan Region and the Iraqi Prime Minister, has signed a seven-point agreement, and that the Convention had been signed by Nuri al-Maliki and Barzani Nnigervan.

1- the formation of a joint committee in order to resolve the oil and gas law, based on the previous agreement signed in February 2007 between the parties.

3- to solve the problem of the Tigris and Nineveh, and the island, on the basis of the security file management of the disputed areas jointly between the region and Baghdad.

THEY HAVE AGREED ON THE HCL AND ARTICLE 140 AND ALL BORDER AND SECURITY ISSUES. WE WILL SOON SEE IF THIS IS WHAT THE PTB FEELS IS THE ENVIRONMENT CONDUCIVE FOR A MAJOR REVAL OF THE THE IQD. So, this is why they're shutting down Baghdad, apparently. Smells kinda like a $35 billion quarterly surplus.

Algerian terrorists target the Central Bank sounds like something out of a Bond movie. Why the bank? Did the Saudis cut off their funding?

Maybe, there'll be a fire and 30 trillion dinars will get accidentally burned and ours will then become worth a dollar each.

A source familiar with the Council of Ministers of the Kurdistan Regional Government, Wednesday, that the President of the Council Naچervan Barzani signed the text of the Convention that took place in Baghdad after arriving signed by the head of the federal government Nuri al-Maliki, adding that Barzani will announce details of the agreement at a conference journalists evening in Arbil.


The source, who asked not to refer to his name in an interview with "Twilight News", that "Barzani has signed the text of the agreement reached with the Prime Minister in the federal government Nuri al-Maliki, which includes seven points," he said, adding that "the written text of the agreement reached Day of Baghdad, is signed by al-Maliki. "

The source added that "Barzani will be held at six o'clock in the evening press conference at the Council of Ministers building in Arbil to announce the agreement and explain its terms of public opinion and Iraqi Kurdistan."

Some press reports have pointed to the leaks by one of the members of the delegation Kurdish negotiator, confirmed the two sides' agreement on seven points include amending the budget for the current year 2013 and resolve the law of oil and gas as well as resolving the issue of the leadership of the Tigris and the island and redrawing the administrative border of the disputed areas and compensate with Anfal victims of chemical attacks and joint management to the issue of visas and airports by the governments of the center and the federal and the appointment of a representative of the provincial government in Baghdad, and a representative of the federal government in Erbil for coordination and exchange of information.

A delegation Kurd headed by the Kurdistan Regional Government Naچervan Barzani, and a number of senior officials in the province and the governor of Kirkuk, had visited Baghdad the day before yesterday and conducted a series of meetings with Prime Minister Nuri al-Maliki and Parliament Speaker Osama Najafi and a number of heads of blocs and the leaders of the political parties in Baghdad.

5-1-2013 Newshound Guru Doc It has pretty much been status quo for a while now. However, we may (and we say may) have cause to believe the Maliki issue is being resolved. First there were reports that his coalition has lost up to 80 seats in parliament. The best way to get a politicians attention is to show you will take them out of power. Even if Maliki remains his ability to dominate Parliament has definitely been diminished. The good news hear is this is coming from multiple sources inside and outside Iraq and both public and private. [post 1 of 3....stay tuned]

5-1-2013 Newshound Guru Doc The second thing that gives us encouragement is the news quote "... on Tuesday, the Kurdish delegation agreement with the National Alliance and the federal government to pass a law of oil and gas that resolved most of the differences between Baghdad and Kurdistan, in addition to joint security arrangements for the disputed areas and resolve the problem of the salaries of the Peshmerga forces." We also saw a similar quote originating from Maliki's coalition. We still take a wait and see position here since these types reports have risen for several years now only to disappoint all. We extremely hope that all the external and internal pressure on Maliki has finally forced him into serious negotiations with his political opponents. [post 2 of 3....stay tuned]

You guessed it - stability! As we continue to show all when these reports talk about stability they continue to refer to the political environment of a power sharing GOI. No we don't have it and hence all reports of an imminent RV are contrary to all public information. We can also report that true knowledgeable persons inside Iraq have confirmed this. This actually excites us since it suggests what needs to happen prior to any currency reform taking place. When will it happen is anyone's guess. We report, you decide. [post 3 of 3]
