Ok... So I read somewhere that in the ancient past, when the Guillotine was used to execute somebody, that sometimes, the human head would still speak or blink...

From Wikipedia:

"From its first use, there has been debate as to whether the guillotine always provided a swift death as Guillotin had hoped. With previous methods of execution intended to be painful, there was little concern about the suffering inflicted. As the guillotine was invented specifically to be humane, however, the issue was seriously considered. Furthermore, there is the possibility that the very swiftness of the guillotine only prolonged the victim's suffering.[original research?] The blade cuts quickly enough so that there is relatively little impact on the brain case, and perhaps less likelihood of immediate unconsciousness than with a more violent decapitation, or long-drop hanging.

Audiences to guillotinings told numerous stories of blinking eyelids, speaking, moving eyes, movement of the mouth, even an expression of "unequivocal indignation" on the face of the decapitated Charlotte Corday when her cheek was slapped."

I think this was a pretty common occurrence, like the head still blinking but i'm not sure about a head still being able to speak.

I think it happened.

What do you guys think?

I would seriously doubt reports of heads speaking. There is no longer anything able to propel air from the lungs to vibrate the vocal chords once the head is separated from the body. As to the rest, I could see nerve endings still being able to twitch and move.
Ban guns to "save the children" but killing them in the womb is totally cool......I see; it makes perfect sense now.

It is said the brain can survive 3-5 minutes without blood flow or oxygen. It is possible that the brain is still alive and conscience after beheading and still cognizant of what is happening. As for the speaking - it may have been more of the mouth moving as if to speak only there is no air and vocal cords to make the words.

I think it's on that page Raz linked to... a guy during the French revolution had this theory and used to call the names of people loudly after they were beheadded. He said one in particular did open her eyes look over at him. He figured conciousness lasted about 13 seconds, if I remember correctly after beheadding.

Lavoisier did some research on this. Blink responses do continue for approx. 15 seconds after the head is detached.
