They didn't mention why, just told them to start prepping.  Military and military academies are the only ones that primarily have "muster" in the AM.  Not necessarily. :) The some of the churches around here were doing the same about a year ago. They even handed out flyers. At this point.....my philosophy is....those who are going to pay attention already have. ...as for the rest???
