hate to burst your bubble people, but this looks like some sort of fun time thing or a prank.

What it looks like to me is some type of ball shaped plastic bag with what is probably a tiny aluminium cup filled with cotton and metholated spirit that has been lit hence the "boyancy" but when the light goes out" it runs out of fuel, then it slowly starts to loose height as it slowly cools down.

Anyone can make one of these things in just a few minutes, all you need is a Drycleaners plastic bag, a few other items, then you have your own mini hot air balloon.

BTW, dont do this at home, there is a very large risk of causing a fire and serious damage to life and property.
