I live in a small Texas town, we have noise regulations here.

Second hand noise is stressful to you, so just like second hand smoke being bad for people our town has a rule that no noise can begin before 10am or go past 10pm and that can only be business noises, delivery trucks, home builders ect.

On top of that is any regular citizen makes excessive noise inside their home or yard that can be heard when standing on the sidewalk they can get a ticket.

The right to quiet supersedes their right to create noise pollution.

We actually had a bass player rent the home next door and his sports games on Tv were turned up to the max. Apparently being in a band destroyed his ability to hear tv at a normal level.

The police got after him 2 times, the third time he got a $600 dollar ticket.

He eventually moved out after his fines made him unable to make rent, LOLOL! :) <-- evil grin!

Now the house was sold to a new extremely quiet man from Mexico wishing to get his family out of the danger there.

My life has been fucking heaven now.

We do have a city park pavillion down the road about 1.5 miles away. One time some religioustards rented it and had a loud speaker going full blast preaching the gospil.
The cops got after them to!

Noise is pollution and if you check there should be laws against unnecessary noise where you live.

In the USA also the landlord is responsible on controlling their tenants bad habits. Often contacting the landlords of the apartment or home will get some action to shut the polluters up.
