I said you don't understand what it actually IS! It was a classroom assignment...nothing more. You look at it like it was a military document and a plan of action...because YOU are a paranoid moron! Noble, the paper was a classroom assignment that was critical to the careers of the people completing the paper. . . The authors were graduate students all Masters level or PhDs . . . And I bet one or more were pilots and/or meteorologists . . . the authors or team members could only publish unclassified material but all had access to classified material. . . I assure you the paper was serious business. . . Not USAF policy but very insightful, well researched, and most likely close to reality. . . . And, of course, unrelated to anything to do with this "chemtrail" nonsense.... Hence my use of the word "irrelevant".
