If you doubt this thread, see what the constitution actually says about gold and silver being the only allowed money. It ONLY puts that restriction on STATES when they make coins. The founders intentionally left that part ambiguous because they couldn't come to a consensus and didn't want to permanently tie the hands of congress if they needed fast money.
