If it really is from 1980, (and that's a BIG if) I think the subtitles were added in present for English viewing and dating. It seems it was originally meant for French television.

I read all the comments posted on youtube and it appears that the poster is an unknown. Just joined and claiming to want someone to tell him who the man is, yet isn't saying where he himself acquired the footage- that seems more suspect to me than any of the "wig" or not 80's feel comments.

Richard Dolan (big UFO researcher) even commented on it. He made a pretty valid point. Something to the effect that all the comments on wether it feels 80's or not doesn't really matter. If we can't prove who he is/was, the footage is useless.
